This would apply where the homeowner acts as project manager. They manage all the paperwork such as building consents, arrange materials and sub-contractors and manage the builder.
The guarantee covers:

Extra costs to complete the dwelling, not exceeding twenty per cent (20%) of the contract price, or $100,000, whichever is the less

Structural defects for 7 or 10 years, but only for the faulty workmanship of the builder’s carpentry

Non-structural defects for 2 years, but only for the faulty workmanship of the builder’s carpentry
Materials, sub-trade work and project management are not covered.
